At Stephen Horn Insurance Services, you will always have access to a senior member of the firm. We are dedicated to providing attention to our clients by principals who have the experience and resources necessary to answer questions, provide guidance, and assist in making business decisions that help implement any insurance program. Our goal is to respond immediately to our clients.

Stephen Horn II, CPCU

With over 40 years of experience in the insurance industry, over 30 years working with trust fund client and almost 20 years working with labor unions and employer organizations, Steve started SHIS in 1996 with the goal of providing specialized service to an underserved, and often times misunderstood, niche marketplace.

Steve began his insurance career at his father's insurance brokerage in 1964 and has worked for local, regional and national insurance brokers including as a Partner in Jones Horn Insurance Brokers, as Senior Vice President, Director, Brokerage Division and Chief Operating Officer of the San Francisco office of Sedgwick James and as President of Calco Insurance Brokers & Agents, Inc.

Steve has been a CPCU since 1967. He also earned an Associate in Risk Management in 1968 and the Accredited Advisor in Insurance in 1984. He has been active in the CPCU Society, holding offices including President of the Northern California Chapter and National Director. Steve is a past President of the Western Association of Insurance Brokers.

Steve is an author of Essentials of Risk Management, Multiple-Lines Insurance Production, and Commercial Insurance and a contributing author of Agency Operations and Sales Management and Principles of Insurance Production. For many years Steve taught insurance and risk management classes at Golden Gate University and the Insurance Educational Association. Steve has been a regular speaker at International Foundation sessions and has contributed a number of articles to Benefits & Compensation Digest.

Steve graduated from the University of California, Berkeley with honors in 1962 and served two years as Lieutenant in the US Army Intelligence Corps.

Richard Horn

Richard joined SHIS to become the fourth generation of insurance brokers in the Horn family. Previously, Richard worked on Wall Street in investment banking for 10 years in various capacitates including most recently as Director of Research for Pacific Growth Equities. Before going to Wall Street, Richard worked in advertising and public relations for several years including six at McCann-Erickson Worldwide. Richard graduated from the University of Arizona.

Lourdes Cristobal

Lourdes has been with SHIS for several years and has over 15 years of experience in the insurance industry. Prior to joining, Lourdes worked for a number of other insurance brokerage firms and insurance companies. Her expertise is in commercial property & casualty insurance and workers’ compensation with a deep understanding of the systems, intricacies and protocols of the carriers where we place coverage.

Kathleen “Kass” Bestor

Kass joined SHIS from Chubb Group of Insurance Companies where she had worked for almost 30 years. Her most recent role at Chubb was as Assistant Vice President for Chubb Specialty Insurance where she was involved in the underwriting of Fiduciary Liability, Directors & Officers Liability, Employment Practices Liability, Professional Liability, Crime and Kidnap/Ransom and Extortion coverage. Kass also taught many Fiduciary Liability, Directors & Officers Liability and Crime continuing education classes for Chubb. Before working in the insurance industry, Kass taught school in Marin County, California. She graduated from the Dominican University of California where she also went on to gain her California Teaching Credential. In 2013, Kass moved into a consulting role with the firm and is responsible for assigned technical projects.
